why should he get splashed? the rubber skin (well, the balloon) is cut, slices in half and retracts around the enclosed "water ball". it does not shrink inwards, which would result in a sideways movement of the water. the rubber simply retracts in a circular - well orbital manner.

hes sayin the balloon pops around the water. allowing it to fall straight down. and the "it does not shrink inwards, which would result in a sideways movement of the water" means the ballon didnt burst inwards. that would have caused a splash. Water is adhesive and cohesive. meaning it sticks to other things (the balloon) and to itself. that explains the "spikey" explosion at 20secs and the ball of water the rest of the way
