Police do not have the luxury of "taking an exceptional amount of time" to respond to calls. They are dispatched by 911 based on priority. Sometimes they get there in as little as 2 minutes and I've had them take well over an hour. It all depends on how many officers are on duty and what calls come in. No conspiracy, just reality.
