Iranian army avoid that problem because they want to attack all Jewish or American,without caring if it is civil or military targets. To attack an hospital, a synagogue or a school is the same for them because they only want to kill Jews or US citizens, and when more are, much better. That is the fundamentalists. Due to this, they don't need UAV or other toys like them
