I can't say an entire country is one way or another. I imagine their are pockets of different cultures in every country, unless of course, it's a tiny country. I suspect Glasgow would be noticeably different than London, like Austin is different from Salt Lake City. I think that may have been one of the points about this movie, like how New Orleans was different from other places etc. The bikers were experiencing America with all its differences in their journey.
