This dress was actually designed by the late Stephen Sprouse, who was an assistant to Halston. Sprouse took a closeup picture of the TV screen and blew it up to make the print for Debbie's dress and all the tops that the male band members wear in the video.
Plus she writes/composes Blondie's songs.
Such a breath of fresh air compared to today's "muzak".
