If there's one thing I hate it's a cunthole cowering behind his leeetle PC spamming people's comments. I can just see you with your little prune-like pouty-boy mouth indignantly spamming comments that offend your dainty ears.
And don't ever call me "doood" again you gibbering dork.

and
2 the meeting of the minds re organisational goals and loyalty
--identical personalities not a requirement
(i) because it is irrelevant
and
(ii) because it drives away talent.
Have you, in your forty-nine years, ever read the book 'Letters of a Businessman to His Son'? It has a chapter relevant to the above point.
However, I worked in the Federal Govt for 24 yrs at a fairly high level and I can tell you that the kind of behavior Josh/Sam engage in wouldn't be tolerated for 5 minutes. It's demonstrably immature.
But, it's a TV series and it's entertaining, and they have to have some young handsome actors so younger people will watch it. My gripe is it's unrealistic.
I defer to you on how far employee immaturity is tolerated in the public sector--the Federal Government in particular. I admit having been under the opposite impression--that some twisted application of the concept of job security somehow shielded those prone to juvenile antics or worse in the workplace.
Are they more lax in the state and local levels in America? If yes, why in particular?
. . .
The Federal govt's primary problems:
-The Civil Service workforce is heavily unionized.
-The laws governing personnel are antiquated (created in the late 19th century with endless modifications; a true bureaucratic Rube Goldberg setup).
-It's literally impossible to hire young talent at a decent entry wage...or to fire people for inefficiency/incompetence.
So, we dealt with this by shunting the dead wood into a corner. Try to get as much work out of them as we can and hope they're not too disruptive.
I always envied the private sector's flexibility with manpower, but I realize your points re litigation greatly hamstring you. My brother was a senior exec with LazyBoy and he has some real horror stories.
