It's not a conventional Wah Wah Pedal, but you're close. It's an Envelope Filter, which in theory is an Auto-Wah. There is no foot pedal that rocks back and forth. This particular device reacts to picking dynamics for the Wah sound: The harder you pick the strings, the deeper it Wahs.

Hello Hermanthegermann,
it means that she is not going to pretend she is something she isn't. She knows just enough to sound intelligent when speaking of philosophy and other political topics, but then she goes on to say, stop her before she gets into the deeper points of these topics and then she won't be able to continue the conversation. It is like the old saying goes:
It is better to remain silent and be thought a fool than to speak and remove all doubt.

Many thanks for the answer, now it becomes clear. My thoughts on said song do not change however. I still think it is quite ghastly and clearly too american for my liking.
