No it cannot. You're making that up. Article 6 of the US Constitution does not allow international treaties to subvert nor trump the what is called the "Supreme Law" of the United states--that of the Constitution itself. If any politician has done so, the Supreme Court would most likely find that treaty "unconstitutional". You don't get to be a murderer in the US, and then scream about UN laws as a defense.
