DDB-Chicago is the ad agency that made the spot for Anheuser-Busch. Ad agencies such as DDB always clear music rights. If they "ripped it off" as you say, there would have been a lawsuit filed by Eno's publisher.
Soderbergh also used this in the movie "Traffic." Eno's publisher was obviously OK with that.
Eno made what was referred to as the "Microsoft Sound" or the "Windows 95 Sound" for Microsoft Corporation back in the early 90's.
Is sitting around recording jingles for computer software makers a pedestrian act? The answer to that is arguable, but the point is that Eno has engaged himself directly in licensing music to Fortune 100 firms before. Given that, it is not a stretch to imagine Eno, or his publishing house, giving permission for something like this.
