To dispel this old rumor... Vegeta never reaches SSJ2 like Gohan & Goku did. That is why he allowed himself to be enchanted by Babidi to have enough evil and power to do so (although mommentarily). He fights Buu at normal to "warm up" just like Goku used SSJ2 as his warm-up form vs Buu and SSJ3 as the get-down-to-business form. In this case, SSJ1 is as far as Vegeta goes. The show tends to mislead so you will have to see the manga to know for sure...

That is the only source you know for certain who is what and even Akira Toriyama said it himself in an interview.
