Kant described the notion of good
he described the notion of bad
but he didn't describe the notion of duty
Maybe someone feels that he has to do something bad, maybe because he will gain happyness or even, by acting this way, demonstrate an example that if applied universaly something would change in a "better" way according to this individual.

The one area in which your point may apply, is when you have someone who is completely insane. Such a person might feel that the world would be a better place if everyone just killed the people they don't like. Then, if they killed people, they would be living according to the categorical imperative as they understood it. However, most people, even if they claimed to think this way, might very well change their minds when confronted by someone who sought to kill them.
