haha GSM Interceptors are so easy to make... GSM SIM card cloning has been around for a while. With some SIM Cloning software you can have 2 phones with same number and be able to receive sms and calls on both of them simultaneously. having second phone on listen only. It is somewhat illegal but you don't need to be a GOV institution to do it.

iDEN which is a Nextel and Southern Linc product is so secure, the govt. has to go through Motorola and the provider to get access into the network which has to be done at the network level. CDMA is also very hard to intercept because of it's frequency spreading.
