Thats hilarious, I love this clip.
Chuck was not messed up from any medication. I was on some pretty strong medication when I had knee surgery, I even got hammered while I was on the medication (stupid move) and I was never in the shape chuck is in in this clip.

Mr. Liddell was evidently suffering from pneumonia and had been out until about 2 the night before this live segment was shot. In a period of six hours, not only had he been drinking, he had ingested more than two different kinds of medication, as well as a sleeping pill, which of course kicked in right before this interview was shot, (about quarter of 8 in the morning.)
