umm yeah you only need the metal ring and some wire to make this. If you want 3V out of 1.5v battery. you wound 2 rounds in the input side and 1 round on the output side. or 4 and 2 or 8 and 4 as long as its 2:1

I think you need AC (or DC cycling on and off) for the transformer to work, though. If you just DC-power the primary of a 2:1 transformer, you won't get double the voltage (or any voltage) out on the secondary. You'll just have an electromagnet. You need to make the magnetic field CHANGE to cause current to flow in the secondary.
