I couldn't tell you the specific tune, but the feel is Bossa Nova which was a very big early 60's thing. Other influences would be Serge Gainsbourg who would include spoken word snippets in his songs like "Ford Mustang" and "Comic Strip", and Esquivel. The video itself, reminiscent of TV advertising and movie title credits of the late 50's and early 60's and of UPA studios' cartoons as well(they were famous for the "I Want My Maypo" cereal campaign in the 50's.)

People have already commented on the spoken samples, the music is sampled from "The Girl From U.N.C.L.E." and "Out Of The Frying Pan" by Dave Grusin, a jazz musician who has credits for soundtracks to more films than I've had hot dinners.
This is a fantastic album full of samples from some great tracks but reused to amazing effect, one of my all-time favourites :)
