Could be that the two-beat gives her the option to raise the stroke rate, which in turn allows her to breathe more frequently than the others? Just speculating...

It's possible. But too much air can be just as bad as not enough. Both will make you throw up. ;) I think she does the two beat because her arms are her strong point in her freestyle and she gets a better rhythm by increasing use of her strong arms. It's not an especially long race, but even so, the distance may even merit a two beat.
