Likewise. Someone said this before (a year ago). Particularly the guitar riff Warren does prior to the chorus is reminiscent to what Eddie did.
But then I think this song owes as much to that song as Pantera's Walk owes to Metallica's Don't Tread On Me. With that said, I think Pantera are in debt to Exhorder as much as Ratt are to Van Halen.
Interesting piece of trivia: Dimebag Darrell was a huge fan of Ratt and was close friends with Warren DeMartini.
