That would explain why all the sculptures, paintings and accounts of the physical appearances of Greeks and Romans do not match the modern day inhabitants. Moreover, the wonders achieved by both do not match either.

We can easily draw parallels to our own times. For example, while modern Germany is still Germany and 'German', per se, is it as German as it was in 1500? Or even 1900?
This is what happened to ancient Rome and Greece. Hence, the transfer of power from them to northern Europe. Northern Europeans became the determining factor, one way or another, in the fate of Europe - not Greece or Rome. It is all because of genetics.

The founders and founding population of the United States were from Northern Europe. They were driving force behind such notions as 'freedom', 'liberty', 'rights', 'independence', etc.. ('Magna Carta', 'Declaration of Independence', etc..) This was an extension of their Germanic heritage, which was averse to one individual holding too much power.
The early Romans and Athenians were the same! But as those original bloodlines diminished, so did this desire for representation and freedom.

I believe Sparta (Lycurgus) was a reaction by a select group of Indo-European invaders who were determined to maintain their bloodlines - unmixed. They did not consider themselves the same as the Helots. This is because Helots, who comprised upwards of 90% of the population, were largely descended from the pre-IE invaders.

It was a step down towards and to genetic dissolution. Rome became, gradually, all-inclusive - and, in the process, lost itself.
I do believe that had Imperial Rome dealt with the Germanic tribes differently; been fair and forthright with them, it could've become a truly European Empire. No matter where you look in the German-Roman relations, the Romans were the devious party.
By the time of Nero or thereabouts, a policy of inclusiveness and cultural expansion northward would've saved Rome.
