The Flight of the Red Balloon (Le Voyage du ballon rouge)

Uploaded by: Serrart
Video Description:
Taiwanese director Hou Hsiao-hsien, one of the best living filmakers, IMO, directs Juliette Binoche in his first movie shot in Europe. All his poetics seems to be in the film, presented in the Un Certain Regard section at 2007 Cannes Film festival.

Well, you're in the UK... I'd expect some distributor there will probably release it in the near future, but probably on a very limited basis. And then at some point after that, a DVD should come out. Or if you can understand French, there might be a French DVD.
