You can get the aluminum powder by running a magnet over sparkler powder to get the iron filings out leaving you with aluminum powder. Then just rust the iron filings to get the iron oxide. (iron oxide = rusted iron)
Note that NOT all sparklers have only aluminum and iron, and you may have to further mill it down to powder the iron oxide and aluminum more.

Obtaining the Aluminium.
1)Go to a machine shop. Bargin or negotiate with them.
2)Break open an Etch-A-Sketch, the stuff inside is pure alimunim powder.
3)Go to a paint store, they usually have powdered that people use to mix into paints
and give it pigment.
4)Get a grinder and grind things made of aluminim, collect the powder remians.
5) Buy from Ebay, usually pretty cheap.
