Josh was saying that punk music came about as a reaction against progressive rock.
Progressive rock is seen as pretentious and elitist by some people, and punk music arose specifically as a "everybody can play this" type of music.
That's what he meant. But we all know that progressive rock kicks ass, and punk sucks (other than The Clash). :)
