I can play it slowly perfectly. Maybe I need more finger strength? After the first half of it, my 5th finger loses strength and kind of flops inaccurately on the keys.

Very slowly until you know each note and chord very well. Then gradually speed up. When practicing slowly, sometimes it helps to play heavily to build up endurance. And be patient. :) I'm working on this piece also and that part is NOT easy, it'll take some time. But you'll get it if you work at it. I've been working on it for months now, I still haven't mastered it. It takes time and practice. :)
