Sorry but to race karts in competition you do need a license . Not a drivers license but a piloting license.

I don't know of any permit of license...or even any government that would approve of someone riding something like this on the highway. Had he hit something in the road and skidded over underneath the 18-wheeler...or his engine cut out randomly, it wouldn't take long for it to stop and it would have been flattened. lol

No, no way in hell it was legal lol. First off he'd need grooved tires (slicks are illegal to run on the road.) Second his headlights are way too low (min 24" in Cali and that's the lowest of any continental America standard I believe) Thirdly he'd need a license plate for it (doubtful) and about another 100 minor things like signals and crap.
Benn funny seeing a officer try to keep up / catch him though. Those shifters are so quick in the turns. Might catch up on the straights though.
