a lot of the tax breaks are incentives to go drill in new places. hopefully end up lowering prices, but why should they drill in new places if they can make the same amount of money just bumping up the prices, why would they risk there money, there in it for the money. if the drill sight turns out to be a bust, they are out a shitload of money so once again why risk it if you dont have to.
