The vote changes take place during the video, about 30 seconds in, when the vote was tied 214-214:
1. Mr. Lampson, aye to noe, 213-215
2. Mr. Mitchell, aye to noe, 212-216
3. Ms. Ros-Lehtinen, noe to aye, 213-215
4. Mr. Lincoln Diaz-Balart, noe to aye, 214-214
5. Mr. Mario Diaz-Balart, noe to aye, 215-213 (FINAL)

After the 5th vote switch, McNulty, gaveled the vote closed, which meant Republicans won 215-213. Afterwords, then 3 Democrats changed their votes:
6. Mr. Space, aye to noe, 214-214
7. Ms. Gillibrand, aye to noe, 213-215
8. Mr. McNerny, aye to noe, 212-216 ("FINAL")
