Sort of, it is, or was at least, a developmental terrirtory, it was its own federation, but it's were WWE trained superstars. Kane was around for YEARS before this, he was just at their "event"

the cameras' quality r too old (jus lik TNA back when it started) and no its gotta be in between 2002-03, because i Batista signed with WWE in 2002 in a developing contract as a wrestler in OVW, and the question remains how could a wrestler with the popularity and reputation like Kane can even think of "wrestling" in a place like OVW???

OVW was the breeding ground for WWE, there was a lot of times they sent their wrestlers there to wrestle the up and comers to test them out. Even now with FCW being the official WWE training ground they are still signing people from OVW.
