Mike is biracial. Latino and white, but grew up in Venice Beach. Whites and Latinos in Venice tend to blend together, much less now than in the 80s due to gangs.
The V13 is short for Venice 13. Its a local street gang in Venice Beach. The 13 is the Sureno trademark. Similar to the 13 after MS X3. All So Cal street gangs are controlled by the Mexican Mafia, hence the 13th letter of the alphabet "M".
S.T. was cool with some V13s, but I dont know if they were ever in it.
