Yes it was Doctor Elizabeth Weir who was first played by Jessica Steen in the Episode "Lost City" In season Eight however Doctor Weir was played by Torri Higginson. The character Doctor Weir was in command of the SGC for Three Episdoes before heading to Atlantis.
